Civil Inspector Full Time

Role Purpose:

To inspect work executed by the general contractors to assure compliance with contract document, project specifications, industry and local and international standards. To Prepare QA/QC Plans with the assistance of the Projects Engineer to ensure that all designs are in line with the Emarat’s vision and in accordance with UAE and international standards. To ensure implementation of Emarat HSEQ policies and procedures.




Responsibilities:

Site Inspections

• Carry out civil inspections of works in progress.
• Ensure contractor compliance with contract specifications and approved shop drawings.
• Assist Project Engineer with review of shop drawing and material submittals.
• Monitor and report contractor progress and all activities.
• Responsible for supervising, directing and coordinating the contractor’s inspection team.
• Attend weekly meetings with inspectors and Project Engineer.
• Ensuring that contractors responses are complete and in compliance with the contract documents. Where problems are found, work with Project Engineer to resolve.
• Prepare NCR and SOR.
• Prepare snagging reports and follow up with contractors for de-snagging.

Heath Safety and Environmental

• Fulfil Emarat HSEQ requirements, HSE codes of practices and provide the required reports to client on regular basis.
• Audit contractors’ activities to ensure they meets HSE guidelines. Prepare and manage required documents for related internal/external audit and process it.
• Review, comment & approve Contractor’s Health & Safety plans., Risk Assessment and method statements.
• Implement Emarat “permit to work” system, covering hot work and man entry, includes reviewing permits issued by operations personnel and contractors, ensuring proper measures are taken prior to commencement of work.
• Ensures all work areas are safe for required work through visits to work sites during dangerous or potentially difficult work.
• Review and issue No Objection Certificate.

Quality Control / Quality Assurance

• Monitor contractor QA/QC activities and maintain records.
• Compliance and Audits: Ensure that all construction activities comply with contract documents, relevant codes, standards, and environmental regulations. Conduct internal audits and participate in external audits to verify compliance and identify areas for improvement.
• Testing and Verification: Oversee and coordinate testing of construction materials and systems, such as concrete, piping, and electrical installations. Ensure that all tests are performed according to industry standards and project requirements.

Qualifications:

Knowledge

• Understanding of British, American and International design standards.
• Good knowledge of local building services rules and regulations.
• Good knowledge of Civil/MEP systems for the service stations in oil & gas industries and good engineering practices.

Education

• Bachelor’s Degree in Civil Engineering

Experience

• A minimum of 5 years’ experience in a similar role
• Experience in Oil and Gas distribution industry preferred
